An anonymous 911-caller reported to police that a truck was swerving on the roadway while the driver spoke on his cell phone and used his knees to steer.
A short while later, a traffic officer stopped the cell phone talking knee steering driver on Richmond Road and ended up seizing his driver’s license and issued him a traffic fine.
